Provide Your Input on Alternatives to the 5Essentials


On June 13, 2014, Governor Quinn signed into law HB 5546 (now Public Act 98-0648). The new law amends the Survey of Learning Conditions statue by authorizing the state superintendent of education to select at least two, but no more than three, alternatives to the 5Essentials survey of learning conditions.

Once the alternatives have been determined, school districts may elect to use one of these on a district-wide basis if approved by the school board and local union. Districts will be solely responsible for all costs associated with the use of any alternative survey.

The law provides for an approval process by the state superintendent for these alternate survey instruments. Within the next month, the Illinois State Board of Education is expected to convene a learning conditions instrument review committee consisting of teachers, principals, and superintendents to assist with this effort.  

Teacher input is welcome! As set forth in the law, alternative survey instruments must:

  • Provide summary reports for each district and attendance center intended for parents and community stakeholders;
  • Meet scale reliability requirements using accepted testing measures;
  • Provide research-based evidence linking instrument content to one or more improved student outcomes; and
  • Have undergone and documented testing to prove validity.

To suggest an instrument that meets these requirements, complete a brief online survey by no later than 4 p.m. on July 25, 2014.
